Before we understand the rise in demand for The Tyrant Neptune, we will have to introduce one of the latest cards that is making their way into the OCG. Set to debut in Maximum Crisis Booster Pack as a Rare, we have Lyrical Luscinia - Independent Nightingale.
"Lyrical Luscinia - Assembly Nightingale" + 1 "Lyrical Luscinia" monster
- If this card is Fusion Summoned using an Xyz Monster whose original name includes "Lyrical Luscinia" as Fusion Material: You can increase this card's Level by the number of Xyz Materials that were attached to that monster.
- This card gains ATK equal to its Level x 500.
- Unaffected by other cards' effects.
- Once per turn: You can inflict damage to your opponent equal to this card's Level x 500.
Summoning Lyrical Luscinia - Independent Nightingale via a traditional fusion summon might be a tall order, but there lies the option of using Instant Fusion can be used to get the Level1 Fusion Monster out to the field.
On its own, Lyrical Luscinia - Independent Nightingale can only burn for a measly 500 effect damage. Nevertheless, with so many cards in the game, it was only a matter of time until players found a way to work around this limitation.
And that's how our Level10 Reptile The Tyrant Neptune came into the picture.
The tyrant NEPTUNE
Cannot be Special Summoned. You can Tribute Summon this card by Tributing 1 monster. This card gains the total original ATK and DEF of the monster(s) Tributed for its Tribute Summon. When this card is Tribute Summoned: Target 1 Effect Monster in the Graveyard that was Tributed for the Tribute Summon; this card's name becomes that target's name, and this card gains that target's effects.
The Tyrant Neptune can't be special summoned, but makes up for it with the ability to tribute summon itself with only 1 tribute, as opposed to the standard requirement of 2 tributes. This makes it much easier to get the high-leveled monster onto the field. You will give up on the ATK & DEF stats, but once again, that is hardly the concern of players looking to end the game with a FTK.
Let's not forget that Lyrical Luscinia - Independent Nightingale is unaffected by other cards' effect. That means that no Trap/Spell or monster effect can stand in the way of The Tyrant Neptune, once he is able to copy Lyrical Luscinia - Independent Nightingale's effect permanently.
The Tyrant Neptune has a level of 10. Via the copied effect of Lyrical Luscinia - Independent Nightingale you are set to deal 5000 worth of damage to your opponent. With it, within two turns, your opponent's lifepoints will be depleted.

Credits
Don't let the deck size of 49 cards distract you. Plenty of the cards in the deck are instrumental to the deck's success, so let's account for each of their usefulness.
Triple Upstart Goblin and Chicken Game thins the deck. Also because we are in OCG, hence we can. ;) Terraforming thins the deck by searching for Chicken Game.
Magical Mallet resets your hand in an event that the cards aren't right. It is mediocrely useful in this deck where a single card is all you need to start your plays.
The Tyrant Neptune is a Reptile-type. This means that King of Feral Imp, a staple Rank4 can search it out. And what better Rank4 engine to rely on other than the Zoodiac engine? The Predaplant engine replaces Speedroid Terrortop as the Rank3 engine to rush out M-X Saber Invoker in order to tutor Zoodiac Marmorat from the deck.
Predaplant Ophrys Scorpio, when Normal or Special Summoned, can send 1 monster from the hand to the graveyard to special summon another Predaplant monster, except itself, from the deck. Hence, the other Level3 Predaplant monster - Predaplant Darling Cobra.
There is also a nice bonus - When Predaplant Darling Cobra is special summoned by the effect of another Predaplant monster, you get to add a Polymerisation or Fusion spell card from your deck to hand. This makes it even more useful in this deck which revolves around Instant Fusion and even plays the Brilliant Fusion engine.
The goal of the deck is to get Lyrical Luscinia - Independent Nightingale out onto the field as soon as possible. From there on, make use of The Tyrant Neptune to burn the opponent for 5000damage, twice to end the game. If not, the Tyrant Neptune will have 6000ATK points from tributing Lyrical Luscinia - Independent Nightingale. A standard Battle Phase might simplify things further.
The Brilliant Fusion engine is utilised to grant the user additional normal summons for the turn. With it, you can get The Tyrant Neptune onto the field easier. Also, fusing into Gem-Knight Serphinite by dumping Galaxy Serpent as a LIGHT monster, you get to retrieve back Galaxy Serpent with the effect of Gem-Knight Lazuli. With the additional normal summon, you can normal summon Galaxy Serpent to gain access to Level 7 Synchro Monster Ancient Fairy Dragon. This allow you more draws and deck-thinning when it interacts with Chicken Game.
To take it a step further, Winged Kuriboh is employed as the fodder for the LIGHT attribute monster. By yarding Winged Kuriboh, you meet the activation requirements for Sabatiel - The Philosopher's Stone. Similar to Predaplant Darling Cobra, Sabatiel - The Philosopher's Stone allows you to add a combo piece of your deck to your hand - Instant Fusion. With the key card of the deck being a spell card, it should come as no surprise that Left Arm Offering is played at three copies.
Second monster from the left of the Extra Deck is Caligula The Invoked. I reckon it is used as an xyz material for Rank4 plays or a tribute fodder.
All is not lost, however. Ghost Ogre & Snow Rabbit can destroy The Tyrant Neptune when it is tributed summon. The same can be said for Effect Veiler. All you have to do is use it before The Tyrant Neptune gets to copy any effect.
